Location:  The position is based in the Banda Aceh office
Reports to: Operations Manager

General Position Summary:
Under the direct supervision of the Operations Manager, the HR Officer will support the overall HR functions of the United Methodist Committee on Relief (UMCOR). He/she will implement personnel policies and procedures and would educate and advise all UMCOR staff on UMCOR’s personnel policies and related Human Resource procedures.

Essential Job Functions:

  • Employment Contract, Job Description and Notice Letter
  • Prepare employment contracts and job descriptions with inputs from Program Managers;
  • Prepare extension and renewal of employment contracts;
  • Prepare notice letter when required;
  • Prepare all HR related documents for contract termination;
  • Update staff contract extension list
  • Provide advance alerts to Management for contracts that are reaching their respective end dates;
  • Maintain files of all original contracts and notice letters;

Recruitment
. Revise and post job advertisements;
. Assist in short-listing applicants;
. Make appointments with shortlisted candidates;
. Assist in the interview process;
. Conduct reference checks of identified candidates;
. Prepare offer letter, employment contract and other employment documents;
. Maintain files of all original contracts and other employment documents;

Jamsostek and Insurance
. Register all new staff to Jamsostek in liaising with Finance Department;
. Be the focal person for all Jamsostek and insurance company related claims and questions;

Payroll
. Give input to finance on staff update for monthly payroll;
. Submit copy of new contracts to Finance;

Staff Profiles, Contact List and Emergency Contact List
. Update staff contact list and emergency contact list  on a monthly basis;
.  Maintain and update staff profile data;

Monthly Time Sheet and Annual Leave
. Be in charge of collecting all monthly timesheets of national staff for payroll purpose;
. Be in charge of collecting all monthly timesheet of international staff for submission to HQ;
. Keep track of all annual leave of national and international staff;
. Liaise with staff and Senior Management to ensure strong communication and coordination of all staff leave;

Disciplinary Measures
.  Prepare warning letters and/or dismissal letters upon request of Management;

Training
.  Find opportunities for staff training following requests of Management;
. Liaise with training institution and Admin Assistant to provide training for staff;
. Participate in planning staff capacity building as required;

International Staff Personnel Files
.  Maintain and update international staff personnel files (timesheet, contract, JD, leave request, performance appraisal) in liaison with Admin Assistant);

Reporting
. Prepare a periodic report to Head of Mission/Finance Director/Operational Manager as requested;

Other duties as assigned by the Operations Manager or Head of Mission.

Qualifications:
. Minimum 2 years of relevant experience in Human Resources Management;
. Familiarity with HR compliance with Indonesian labor law is strongly preferred;
. Good knowledge of MS. Excel;
. Ability to prioritize and carry out assigned tasks;
. Strong organizational skills and ability to take initiative;
. Ability to communicate in spoken and written English is required;
. Previous experience with international NGOs is strongly preferred;
. Team player with a strong work ethic;

This aimed to seek various radical obstacles and formulating the program concept in reducing and controlling the transmit-able disease which fatal endemically among ruminant (domesticated cattle and Buffalo) in Aceh. The disease is one of big major problems in livestock sector development. This will supporting the Aceh Government’s program in self-meat sufficient at 2012 with reducing the death livestock due to the disease.

Job Description:
Medical Asisstance Program International seeks a Team Leader for Project Evaluation to assess the success of its Tello Integrated Community Health Education program and its specific activities in meeting its goals and objectives, to examine the potential sustainability and replicability of the project and its effects, and to identify and disseminate lessons learned.
Results of the assessment will be shared with all stakeholders, and will contribute to strengthening the community health education strategy and for adaptation or replication in similar settings within Indonesia.

The external evaluation should be conducted for six weeks during a period in November until December 2008 with additional time considered to allow reporting.

Essential Job Duties / Responsibilities:
Develop unified evaluation framework, including specific methodologies to conduct the evaluation.
Conduct in-country data collection and document review
Develop a structured set of questions and conduct interviews with MAP ?s program staff and MAP’s local partner as well as key stakeholdersto determine the degree to which project has had the intended impact
Conduct site visits to the health facilities targeted under this project to independently observe the status of project implementation, undertake the interviews and discussions with program staff and beneficiaries.
Record, synthesize and analyze all data extracted from documentation, interviews, and observations into a report format that meets all requirements of the donor.
Prepare a final evaluation following the completion of the six week evaluation period.
Provide advice to the team and stakeholders strategies to improve program components and
activities.

Qualifications:
Advanced university degree in public health, social sciences or equivalent combination of education and experience in a related area

Experience in designing and implementing monitoring and evaluation plans and project planning in community health education or related areas

Fluency in written and spoken English is essential; fluency in Nias language is desirable Previous experience in disasster affected areas will be advangeous Excellent facilitation and team building skills

International Labour Organization (ILO) National Mobile Construction Trainers (MCTs)

Immediately required for 2 (two) National Mobile Construction Trainers (MCTs) for LO-Roads project namely ?Creating Jobs: Capacity building for local resource-based road works in selected districts in NAD and Nias?.
Type of contract: External
Collaboration Contract with 6 months duration with possibility of extension
Duty station: Pidiedistrict, NAD province with extensive travel to road sites

Tasks:
?Training Preparation and management: The MCT is to make all required arrangements for the implementation of the training programme in the District. Most of the training will be on-the-job training and therefore requires a problem oriented training and coaching approach.
?Training Implementation: The MCT is directly responsible for implementing all the assigned training events, in particular to carry out the on-the-job training for contractors and their technical staff and selected Kimpraswil?s supervisors on site.

Expected Outputs:
?Course plans and with Senior District Engineer to conduct min. 3 pre-tender training courses for contractors. With Senior District Engineer to conduct mobilisation (theoretical) trainings for contractor technical staff and Kimpraswil?s road supervisors;
?Coaching (on-the-job training ) plan and provide daily coaching for selected contractors technical staff and selected Kimpraswil?s road supervisors;
?Provide inputs to the development and revision of training material as directed by the Training Engineer;
?End of assignment report, consists of a summary of tasks accomplished, problems encountered, recommendations for improvement and important lessons learned.

Qualifications:
Education: A degree in civil engineering or relevant courses in the field of road construction and maintenance.
Work Experience: Some 10 years from the construction industry, preferably within the road sector. At least 5 years in practical and theoretical training for road works.

Experience in the management of contracts systems and procedures are preferable.

Language: Excellent in spoken and written Bahasa Indonesia and preferably fluent in English
